What needed answering?

The masterplan appeared to require simultaneous capital deployment across its full program. The question was whether a different sequence could allow the development to advance with capital already available.

Understand product and local demand.

Spatial and market analysis examined the district, its surrounding neighborhoods and the relationship between product types and local demand. Those conditions informed how the masterplan could be divided into workable zones.

Divide the plan into workable zones.

The plan was reframed into five zones that could each be funded separately. Product, available capital and absorption were considered together, identifying where an initial phase could move with fewer dependencies.

What changed?

A phased path through the existing plan.

The recommendation replaced simultaneous deployment with a sequence of district activations. The initial zone could move first, with later zones following as the plan progressed.

The client moved forward with capital already available. This case documents the sequencing recommendation and the client’s decision to proceed.
